REPORT. GFA meeting with David Maxwell. Thur 10th Apr 2014. Southern Cross Club, Jamieson.

Present. David Maxwell, Chris Watson , Doug Finlayson , Darryl Seto , John Connelly.

David. Meeting of Friday 25th April was cancelled as many of the key participants ( Dan Stewart , Tom Gordon ) had prior commitments. E-mails subsequent to this meeting now have the meeting on Tue 29th April at Transact House 11:00-12:30. We will attend the last 30 mins.

David . Summary of current situation

Summary of previous LDA CBC meetings. We have had three to date two in 2013 and one 26th March 2014. The two in 2013 were wholly concerned with provision of services by the ACT to the proposed development in NSW. Rates will be collected by Yass Valley Council and be used to pay for the provision of services by the ACT.

Chris. In future we would like to receive the minutes and be on the committee as a stakeholder.

Doug. Gives the example of the Majura Parkway committee.

Status of planning submissions

David. Outlines the three stages of planning.

  1. Preplanning stage.
  2. Lodging planning applications.
  3. Development application

We are in the "pre-planning" stage at the moment so it is too early to finalise makeup of the LDA CBC.

David. Vague about the exact date when they will lodge their planning application. Looks more like end of May 2014. Mentioned Elton consultant who are working on a range of models for the conservation trust. "I should be focussing on getting it to you ".

Chris. We would like to be privy to the proceedings of the CBC. We would like some forma;l arrangement. Politicians (Katy Gallagher , Andrew Barr) have indicated in their letters that we should work through the LDA CBC.

David. "I am happy to come to GFA meetings on a regular basis"

Darryl. Mentions the idea of Riverview sponsoring the Belconnen Arts display. David. "I am happy with that."

Conservation trust arrangements

General discussion of conservation trusts. Chris mentions Ken Taylors article. David. We are looking at $1500.00 per hectare from ACT general revenue to fund the ACT section. David Marshall (consultant) is producing a report of possible options for the NSW section. David quotes the example of Vincentia where $1000.00 per residential block was contributed to a trust fund. He estimates that approximately 4.5 Million could be generated in this way for the Riverview development.

Chris. Research needs to be done on the biodiversity of the river corridor. Can this be funded from the trust. The corridor is not just a recreation facility.

John. Can we clarify the rating arrangements. David. Yass collects the rates and pays the ACT for services out of them.

Discussion of other services. Garbage sewage. David says no pumping of sewage will be necessary , all development is above the Molonglo treatment works.

Quarry

Chris. Raises the issue of the quarry.

David. Fairly cagey about this issue will not commit himself. "we will take it in small steps." "Once rezoning is in place we will be in a better position to consider the options". Generally not prepared to make any commitments as to what will happen.

David. Appears to have considered the scenario where the Hyles "do their own thing". Has also considered the option of opening the Falls well before any urban development in NSW.

SUMMARY

Chris. Asks John to quickly review the main points which we identified during the GFA meeting.

  1. Can we get the minutes of the LDA CBC. David "I will ask at the next meeting."
  2. When will plans be submitted. David. "Most likely now the end of May.
  3. As stakeholders can we get a seat on the LDA CBC. David. "the appropriate forum for that is the "People and Places" committee. We are "project Manager for the LDA they are our client". The CBC is just about service delivery. They may or may not want to include the GFA . However we can include that request in our presentation to the CBC on April 29th. David. "they may be prepared to expand their mandate as a result of our presentation. John. Politicians may not fully grasp the function of the CBC which is why they have repeatedly suggested we should operate through it.
